By bringing together a multi-disciplinary team of Israeli high-tech leaders and top academic researchers, CORNET targets the biggest threat to the future of mobile


ISRAEL INSTITUTE OF TECHNOLOGY – “TECHNION”, Haifa, ISRAEL – October 28, 2013 – CORNET, Cognitive Radio Networks Consortium, operating within the framework of the Israel Chief Scientist’s MAGNET R&D program, is presenting its achievements in technological building blocks and tools for Cognitive Radio Networks.


The realization of cognitive technologies for enabling optimal spectrum sharing represents an efficient solution for overcoming the projected spectrum shortage in the coming years. Effective spectrum sharing will empower the rapidly growing use of transmitted data, while supporting and encouraging the innovation and introduction of new applications and services.


“The regulator’s new approach presents an exceptional opportunity for the industry,” said Bat-Sheva Ovadia, Chairperson of the CORNET Consortium and Executive Strategy Officer at Telematics Wireless. ”Cognitive radio networks are the next significant milestone addressing the spectrum shortage. Segments of unutilized spectrum space can be automatically continuously detected and intelligently allocated. Networks will exploit cognitive routing to meet end-to-end goals, taking into account such parameters as capacity, delay, spectrum availability or interference.


"For non-licensed wireless communication network providers, cognitive technology may, in effect, mean the ability to communicate or to not communicate at all,” she added.


The Future of Wireless Communication

According to the American regulator, the spectrum crisis is already here—earlier and in greater momentum than was predicted. This trend has been confirmed by network industry leaders, who emphasize that a major leap is required in the amount of data that must be transmitted.


Recognizing the urgency and critical role of more spectrum, as well as the success of unlicensed bands in the amount of new applications and services they support, the US FCC, recently initiated spectrum- sharing rules while securing the primary frequency owners. Standards defined by IEEE, ETSI and others have begun to insert cognitive radio technologies into their definitions.


CORNET's Focus and Collaboration

Ilan Peled, MAGNET Director in the Office of the Chief Scientist of the Ministry of Economy, stated that “The MAGNET Directorate is confident that CORNET’s work represents technologies that are at the forefront--involved in one of the ‘hottest’ research and development areas currently being pursued in the wireless communications world. The CORNET partnership between industry and academia plays an important role in this critical effort. It benefits both the companies and universities involved in this project, hopefully opening partnering, financial and recognition rewards.”


Ovadia added, "The co-operation between CORNET members, co-opting industry and academic researches, under the MAGNET umbrella, will enable the companies to utilize the achieved building blocks to benefit from enhanced products with increased performance at an earlier market stage. The academic researchers, in turn, have gained the perspective of incorporating their research into real world applications and were able to empower their contributions to performance levels.”


CORNET's focus is in WLAN, WPAN and WMAN environments with multiple networks that operate simultaneously in the unlicensed (ISM) and non-exclusive bands, and can be used for networks that consist of a few up to hundreds of communication units. CORNET’s achievements, buildings blocks and tools are aimed at several key areas, including: generic and dedicated sensors, sensing management, dynamic spectrum management, DFS, cognitive engine, resource sharing using learning techniques and game theory, cognitive platforms, co-existence, cognitive routing and demonstrating the incorporation of these elements into cognitive communication systems.


Ovadia concludes by saying that "While we achieved important milestones, further investments will be required, primarily in cognitive network development."  She added "Technology history demonstrates that breakthroughs are quickly adapted by major players.  In this instance, we can predict that cognitive technologies will be taken on by licensed cellular. I am confident that in a few years we will see cognitive technology in almost all wireless communications".


Snapshot of Cognitive Radio Networks

Cognitive technologies enable wireless networks to circumvent the limitations imposed by conventional networks. Cognitive Radio is thus a major candidate for the next generation of wireless communication systems. Cognitive radio senses the environment, identifying unutilized spectrum in order to continuously update and learn, plan, act and decide; it can change frequency, adjust output power or even alter transmission parameters and characteristics.

Cognitive radio networks operate in environments where network resources, interference, application data and user behavior change continuously. The networks learn, adapt and react to the environment dynamically--optimizing spectrum usage by applying cognitive routing.  




CORNET Cognitive Radio Networks Consortium is a participant in the MAGNET Program, a support network for Generic Technological Research Development in the Office of the Chief Scientist (OCS) of the Israel Ministry of Economy.

CORNET comprises a joint team drawn from Israeli industry leaders and top academic researchers to provide solutions and building blocks based on cognitive radio network technology that support spectrum usage.  CORNET’s members include Elbit Systems and Elbit Systems SAR and Data Links - Elisra (Tadiran Spectralink), Telematics Wireless, Wavion/Alvarion Wireless Networks, Altair and Amimon, and thirteen academic research groups from the Technion, Tel Aviv University, Bar Ilan University and Ben-Gurion University. 

CORNET’s main objectives and research areas encompass sensing technologies, cognitive engines, cognitive platforms and cognitive networks.
